The Challenge.

The Housing Ombudsman identified a significant knowledge gap among housing professionals in record keeping and information management. Inconsistent practices, poor understanding of regulations such as GDPR, inefficient retrieval processes, and increased data risk created direct exposure during audit processes and threatened service delivery standards across the organisation.

Disparate record keeping practices across departments led to uneven compliance, duplication of effort, and significant challenges in demonstrating regulatory adherence during audits.

Regulatory Complexity

The intersection of GDPR, data protection legislation, and sector-specific guidelines created a complex knowledge landscape that needed to be made accessible and actionable for a non-specialist audience.

    The course was divided into focused modules covering data protection, record retention policies, digital record management, and documentation best practices.

    Simulations, branching scenarios, and knowledge checks were integrated throughout to move learners beyond passive comprehension into applied decision-making.

    Video, animation, and infographics were deployed to present dense regulatory information in an accessible and visually engaging format.

    The course was designed to meet accessibility standards from the outset, ensuring equitable access for all employees regardless of learning need.

Early and continuous collaboration with the Housing Ombudsman and subject matter experts was the cornerstone of this project, ensuring content accuracy, regulatory alignment, and genuine sector relevance throughout design and development.

    Subject matter expert collaboration was embedded from analysis to review, ensuring the course reflected current regulatory expectations and real operational practice.

    Real-world case studies and workplace exercises allowed learners to test their understanding in context, bridging theory and on-the-job practice.

    Integration with the LMS enabled robust tracking of completion, progress monitoring, and data-driven reporting to demonstrate compliance at team and organisational level.

  4. Impact-Focused Design

    Each design decision was traced back to the target outcomes: improved audit performance, reduced data risk, and standardised practice across the organisation.

Post-launch audits showed a 52% reduction in record keeping errors across the organisation. 88% of learners passed the final assessment on first attempt, with an average satisfaction score of 4.3 out of 5. Managers reported saving an average of three hours per month previously spent on correcting or chasing incomplete records.
